The debug log names the plugin or the theme. We do not reinstall WordPress as the first step, and we do not rewrite the theme.
PHP, the database, or a plugin
A fatal in the log after a plugin or PHP bump. That plugin is disabled from the files, not from wp-admin, which is already down. The others stay.
MariaDB down, wrong password, or the name missing after a move. That is the database page if the daemon is stopped. Here it is the config file if the daemon is up.
A theme function, a memory limit, opcache holding a deleted file. We raise the limit only if the log says it was exhausted. A reload comes before a memory guess.
A broken layout is not a server fault
If the HTML returns 200 and the CSS is wrong, that is the theme. We will say so in the first look. Malware that looks like a random outage is handed to the cleanup page, not patched in place.
