Off VestaCP onto Hestia or DirectAdmin. There is no clean import.
Users, web roots, databases and mailboxes are copied and rebuilt. DNS templates and PHP handlers are not. The quote follows the account count, not a one-click backup.
HestiaCP for a few sites. DirectAdmin if you resell accounts.
The usual landing for a small Vesta server. Debian or Ubuntu, no license. Mail is Exim and Dovecot, rebuilt, not restored as a Vesta package.
When the user list is really a reseller setup. The license is yours. Accounts are created and filled. They do not arrive from a Vesta backup.
New server beside the old one. Vesta stays up until mail is tested.
TTL lowered, data synced, one mailbox logged in on the new IP, then DNS. We do not promise zero downtime. If Vesta is already compromised, the copy is taken from a backup that predates the break-in, not from the live infected tree.

A single site is close to a normal VPS move. Twenty mailboxes with years of Maildir are not. Discovery on a server we cannot yet see is €55/hour. The destination setup starts at €149 if it is a VPS with Hestia, and is separate from the copy.
