Stop the spam first. A delist request on a still-sending IP is refused.
Spamhaus, a Microsoft block, a bounce that names the list. We find who sent it, close that path, then file the removal. Removal is their decision, not ours.
The list is a symptom
A mailbox, a contact form, a script in a web root. Authenticated submission is stopped for that user. An open relay is closed. Then the queue of spam is removed, not retried.
The bounce names it. A generic “listed” from a client is not enough. Spamhaus, UCEPROTECT and a Microsoft SNDS block are different forms and different clocks.
A delist that lands on a missing PTR or a wrong SPF comes back. Those are fixed before the request, or the request is a waste.
The list owner removes the IP. We do not.
Some listings expire. Some want a form. A provider who will not issue a clean IP leaves you sending through somewhere else. We say that if it is the case. A new VPS is not automatically a clean reputation.

Minimum 1 hour. Waiting for the list to drop the IP is not billed. A second hour if they ask for evidence is agreed first.

Send the bounce and the domain. No mailbox password in the first message.
